Offer help

So I've just started running my campaign, 90 emails have been sent so far with a 4.4% reply rate but none of those are positive. Is it worth changing my offer now or waiting?

I was maybe thinking about waiting for 10 replies and if we have no positive replies then change the offer.

My current offer is very simple, reply yes and we send over 10 warm leads that are practically raising there hands for your services before your competitor reaches out to them.
