Is it still a good idea to invest in stocks and bonds at this time?

I remember reaching level 4 “Sergeant” a while back in this forum, and it unlocked the High Status Networking Vault for me. I had about 19% of it done, but now all of a sudden it’s locked up again and it says 200 something dollars to unlock it, but I thought it was free and unlocked once you reach level four. I had already been watching the content on there and now it’s just mysteriously locked up again, even though I’m past level four in this forum. I don’t know if this is by mistake, but can I get it unlocked again since I’m past level four now?
