Form Submit Conversions in GA but no form fills
I have gtm set up to track form submit conversions based on hitting the "thank-you" page after the form is filled and submitted as taught here. However, I'm now getting conversions in GA but no actual form submissions for those supposed conversions. As I understand it, google will not count a conversion unless it first starts with an ad click, but will it count a page thank-you page refresh from someone that did click ad and submit form? How is this happening?

Low Ad Rank, and High CPCs
Hi guys! How are you? I need some help here. I work for the gambling industry (all regulated), my market is UK. I've took the account from an agency, and I realised that the account wasn't properly optimisedand all the data was useless, so I decided to start campaigns from scratch. Said this, in our conversion funnel customers have 2 steps, 1st. Register and 2nd. Deposit. This is our main goal, to acquire first time depositers (FTDs). Competition in this niche is brutal and our budget is not the biggest one. I'm using Max conversion with no tCPA cap, so I can convert and gather some data and once we have at least 30 conversions (FTDs) in each campaign I can move to tCPA. But this is being incredibly expensive, even if I'm monitoring Search terms really closely, I have also scheduled my ads to show in the best times for sports for example (as we were spending our budget before 5pm). Still skyrocket CPCs and almost no FTDs. So I checked S. Imp Share metrics, and I'm losing auctions because of Ad Rank and budget. I can't increase budget yet, as I need to get some results before requesting it, but I can fix my ad Rank. I've implemented changes on my Landing pages to make them more relevant and to have my keywords on it, my ads are all good/excellent, my CTRs are all above 3%, also scheduled ads. What else am I missing? How long should it take after all these changes to increase QS and Ad Rank? Thank you to everyone who takes the time to read me. Glad to answer any questions.

Focus on improving Ad Rank by keeping CTR high, making landing pages highly relevant, refining keywords, adding negatives, and give it 2-4 weeks for Quality Score to improve before scaling.

Check your conversion tracking and tags ensure the “Converted Lead” event fires correctly on form submission, the pixel/tag is active, and the event name matches your campaign goal.
Session Up, Engagement Down - Paid Search
Reviewing my paid search channels, I am noticing that my sessions are up 23%, but engaged sessions are down 46%. Does this mean I am sending irrelevant traffic to the site and they are not interested in our products? Any recommendations in how to increase our engagement? I have reviewed audience and have testing a lot of different marketing tactics (demand gen, ctv).

You can improve engagement by refining your targeting, aligning ad copy with landing pages, using negative keywords, and optimizing your pages for a better user experience.
