Auction Question: Should I encourage people to bid $1 even after the highest bid is more?

I'm running an auction in my group of 50 people.

The current highest bidder is $1,900, with dozens of bids.

But I want more people to bid so I can leverage the bidders into sales.

Should I encourage people to bid, even if they can't outbid the winner?

For example: "Hey the winning bid is at $1,900, but as long as you bid at least a dollar you'll get a special gift from me"?
