New Lead Ad

With Evan's update to StoryOrigin, I just put up a new lead ad. $5 per day. When I clicked publish, FB said, "Increase your ad budget to get results. Increase to $7 per day to get 1 result per day."

Is it really telling me that I'll get zero results for $5?
