Delivery to Paris

A Parisian customer contacted me via Etsy responding to the second of my attempts to contact her two weeks ago. Her poster was shipped a few days after purchase but I received a message from the carrier that did not make any sense. The translation was not so good and my interpretation was they were returning to sender. As mentioned the customer did not responsd to my messages until now. Three weeks later it has still not arrived. According to the tracking today, it is somewhere in France. I apologised but the customer. She assumed that it was coming from England, and with Brexit, there were customs delay, etc. So my question is has anyone had issues like this with posters being sent to Paris and are posters for that region fulfilled in the UK and not somewhere within the EU?
