" Today, 30.2.1443 AH; 30.9.2021, the 'Institution for the Promise of the End Times', under the kind patronage of Commander Yahya al-Sinwar 'Abu Ibrahim', leader of the Hamas movement in the Gaza Strip, held the first strategic vision conference in its field: the 'Institution for the Promise of the End Times', which formulated ideas for methods of action during the liberation of Palestine in the various areas discussed at the conference. 2. The Palestine Liberation Council will be headed by a General Secretariat headed by a Leadership Council, which will become, upon the liberation of Palestine, an Executive Council headed by a temporary Presidential Council, until presidential and parliamentary elections are held and a new government is established.

3. Immediately upon liberation, the liberation forces will issue a Palestinian independence document that will include Palestinian principles and emphasize the Palestinian national identity and its Arab, Islamic, regional and international depth. The preparation of [the independence document] will be supervised by a team of experts in the fields of politics, law, justice and the media; it will be a historic document in the legal and humanitarian sense, which will be a direct continuation of the Treaty of Umar ibn al-Khattab [5] and the announcement of Saladin when he liberated the Al-Aqsa Mosque [in 1187].

4. The Palestinian legal system will be governed after liberation directly according to a basic law for a transitional period. [The law] will authorize the operation of the laws that were in force before the establishment of the independent state - each [of these laws] within its local sphere of influence - as long as they do not contradict the principles contained in the declaration of the Palestinian state, or the laws that will be enacted and approved by the authorized legislative bodies in Palestine during the transitional phase or after it, until the unification of the legislative systems in Palestine. This is because the disappearance of states [referring to Israel] does not mean the disappearance of [their] legal effects, since a law is not repealed or amended except by another law.

5. The liberation forces will announce a series of transitional laws that have been prepared in advance, starting with the Land and Real Estate Law, which will grant them control over all of the state's lands and assets, through the Public Service Law, the Transitional Government Law, the Palestine Army Law, the Justice and Security Laws, the Law of Return, and the Public Complaints, State Comptroller and Municipal Government Laws .

6. The text of the Palestinian declaration on the application of Palestinian sovereignty to the '48 lands will be prepared, in which the position regarding the various agreements and treaties is to be determined.

7. A statement will be issued to the UN stating that Palestine is a successor state to the occupying state and that it enjoys all the rights enjoyed by the occupying state, in accordance with the provisions of the 1978 Vienna Convention on the Succession of States [6] .

8. Upon liberation, the fate of the national agreements signed by the occupation or the Palestinian Authority will depend on the will of the State of Palestine, given that the circumstances that prevailed during the period of occupation of Palestine are not similar to the circumstances that will exist thereafter. It is also possible to agree with one of the neighboring Arab countries on the temporary use of its currency, during the transition period. In any case, the conference recommends that the Palestinian people not keep the [Israeli] shekel, but convert their savings into gold, dollars or dinars.

14. In the attitude that should be shown towards the Jewish settlers in the land of Palestine, a distinction must be made between a fighter who should be killed, and a [Jew] who flees who can be left alone or brought to justice for his crimes, and a peacemaker who surrenders himself and can be accepted, or given time to leave. This is an issue that requires in-depth study and the manifestation of the humane spirit that has always characterized Islam.

15. The learned Jews and experts in the fields of health, engineering, technology, civil and military industry should be left [in Palestine] for a while and not allowed to leave with the knowledge and experience they acquired while living on our land and eating well, while we pay the price for all this in humiliation, poverty, illness, deprivation, killing and imprisonment.

16. The return of refugees should be carried out gradually, in advance coordination with the countries hosting them, and temporary reception centers should be opened close to their borders. During this temporary period, [the refugees] will be registered in the population registry, issued with an identity card, and the Law of Return will apply to them.

17. Immediately upon the collapse of ‘Israel’, the security apparatus of the transitional government must get their hands on the data about the agents of the occupation in Palestine, in the region and in the world [and locate] the names of the Jewish and non-Jewish, local and international recruiters. This is considered a treasure trove of knowledge that must not be lost and through it we will be able to cleanse Palestine and the Arab and Islamic homeland of the hypocritical human diseases that have spread corruption throughout the land. 18. A guidebook should be compiled that would explain the mechanism for the return of all refugees who wish to return and demand that the international community fulfill its responsibility to assist their return and implement plans for their absorption in their cities of origin. 19. When the campaign to liberate Palestine breaks out, the Palestinian fighters will be too busy to secure Palestine's resources. This requires the recruitment of additional people who are not involved in the fighting, who are physically and mentally fit and have appropriate training. These will be recruited into popular committees that can be called 'guard groups.' They will include men over the age of 40 and women, Palestinians from within and outside Palestine. Their main task will be to secure the country's resources and to survey them. They will be trained for this purpose and then divided into work groups. Each group will know the institutions and resources that it needs to protect, document them in an application that will feed into a central database in an administrative system, which will be coordinated with the military commander. In remarks read at the conference by a member of the movement 's political bureau , Kamal Abu Aun , on behalf of Yahya al - Sinwar , it was stated that " the liberation and return process for Palestine has become closer than ever ." Hamas political bureau member Mahmoud al - Zahar addressed the “ end of days ” system in an interview with the daily Palestine. Al-Zahar said that the Palestinian people and the entire nation are at the threshold of an “ end of days ” system in which Lebanon, Syria, and Jordan must participate and that “ their participation will end the entity of the occupation in one day .” According to him , the “ end of days ” system will be an enlarged and amplified model of the “ Sword of Jerusalem ” system , i.e., the confrontation between Israel and Gaza in May 2021. Habib called on the Palestinians to be prepared for the consequences of the divine victory , noting that the end of the Zionist entity is mentioned in the Quran and is certain and reliable . [13]

The chairman of the conference , Canaan Abid, said during the meeting that " the goal of establishing the 'Institution for the Promise of the End Times ' in 2014 was to work to implement the vision concerning the post- liberation phase in all respects - economically , politically , security-wise and socially ."
