Partial Claim Deed of Trust - HUD

Can a first position mortgage have more than one Partial Claim Deeds of Trust?

I'm looking at recorded documents of a second position note I'm interested in, and I'm finding a succession of Partial Claim Deeds of Trust from HUD, under the same loan number.

My initial thought is that one replaces the other, and HUD wouldn't continuously hand out loans. But I don't know that for a fact.
