Questions about the "sweet violet" pattern

I try to knit the sweet violet sweater. I wonder when I have to start with the violet pattern knitting. Do I first have to knit all the rounds with increasings in the maincollor, and then start with the flowerpattern in contrastcolor. Or do I have to incorporate the violet flowers pattern during the increasements.

Another question is when do I start with short rows. Do I have to start with it after all the increasements or after the first row with increasements.
