Report building without editing datamodel

Hi, I'm hoping to find a way where a group of people (report builders) can edit a report, but cannot access/edit the underlying data model.

I tried to have the data model in one workspace where the builders don't have access and the report in another, but then the report was not accessible. Then I tried giving viewer access to the workspace with the model in it, but this just lead to the report not being editable either.
