LC Phone Vs Twilio which one is best for DR Campaign?

I want to ask community which option you choose over another? I am part of HL facebook group and see lots of people are having issue with LC Phone system. Not able to see logs and billing issues, etc... But on other side the benefit is to get everything in one place and able to rebill client.

1) Do you bill LC Phone or Twilio cost to Client for DR Campaign?

2) Did you and your client complete 10 A2p registration even you send less than 500 sms daily? Is this mandatory? Who setup 10 A2p registration for client?
