Tagging individuals who are at different points in the community

Currently in our community we have two separate "phases"

1) Training Cohort

2) Alumni

Once a member move from one phase to the next, they have access to different content and different calls.

I create specific content within the community that is relevenat depending on what phase they are in.. It would be awesome to be able to 'tag' community members so that only they receive a notification, or an email, or a calendar update, rather than everyone getting it.

In the future we will also have multiple groups working through our program at different start dates, so this would be even more helpful to be able to communicate directly with people who are tagged (eg. July commencement, August commencement, and so on)
