Grayed out courses that are set with unlock at lvl.

I’m unable to unlock a course for someone while it has the attribute of “unlock at a certain lvl” . This prevents me from giving permission to a course to students that are affiliates or are in my other programs. I want the ability to unlock a course at certain lvl and the ability to also unlock it on a per person basis to someone that is not at that level if I choose.
