Action post to unlock rest of community?

Reflecting on I think Fay Films recent interview (congrats!) where she mentioned wanting a way to ensure members review the START HERE FAQ or other before posting because they often perhaps mistakenly miss that step and end up asking redundant questions, etc.

Could we consider having a community fully locked except for one action post, where a user has to comment on that post to unlock the rest of the community?

IOW the community would effectively be read-only until they complete that 1st ACTION post.

Thinking might also be a way to solve for the "Agree to our Terms and Conditions" request.

Plus could tie into the "Unlock Everything" idea to increase platform gamifications.
