Can you please help me with design and implementation of a floating image ( customers design choice)

that can greet the customers that visit the website, as well as do these things with personality that makes one smile!.

Capture retargeting information. ( name, phone, email address.)
Have a deep conversational knowledge of not only the business, but the industry and science of the products or service.
Book and change appointments
Transfer calls to a live human
Remember the customer and previous conversations
Send out SMS for marketing and appointment reminders
Upsell and introduce new and exciting products or services?
Take payment information and bill out reoccurring and one time payments.

Quite a list right? But we are in the age of " Ask and receive."

SO you geniuses out there, I am asking for direction and assistance.
