Have the Assistant NOT Leave a Voicemail

What would be the best way for the assistant to NOT leave a voicemail?

Should "Enable Voicemail Detection & Message" be on or off?

I added this into the prompt, but it is still leaving voicemails:

- Do not leave a voicemail under any circumstances, even if the “voicemail reached” tag is not present.

- If "voicemail reached" tag is on the contact, do not leave a voicemail.

Also, what would be the best method so it would only leave 1 voicemail if it ever called the contact again?
