Instantly Restricted Meta Biz/Ads Account

I want to help one of my clients run Instagram Ads, something I've never done before.

After researching online, I was told it was best to handle my client's Ad Account via a Meta Business Account instead of my Personal ad account.

As soon as I created my Meta Business Account, I got restricted in all activities.

Literally instantly.

I suspect it was because I used the same gmail as my personal on setup or lacked more verification? I have no clue.

Should I delete the Business account and start a new one?

Completely lost here and YouTube + Reddit searches are not helping.
