Got a potential client don’t know how to structure the proposal or price it

Here are the details:

So I was approached by one of my local community members because I have a podcast and he was asking me questions about doing marketing for the new community center in the metro Atlanta area.

They told me they don’t have a budget but would like to see a proposal from me.

Goal of this is to

A) Publicize the project

B) Fundraise for the 501c3 organization ($1M through paid ads)

How would they pay for this?

They would pay for this through quarterly/monthly fundraising events that they have planned for the next 24 months.

They plan to take a portion of the money raised to utilize for the marketing spend which would be anywhere from 5-10% of the months fundraiser capital.

Where would creatives come from?

Client would provide them

Outside of running ads anything else you will be doing?

Yes I’ll be taking the long form content and creating shorts.

My question:

A) how do I structure this proposal I have a sample from Chat gpt which I can use but probably needs extensive modification

B) How do I price this? What model or structure is ideal for this? Flat Retainer? Percentage of Fundraised through ads?
