Is it possible to make outbound WhatsApp calls using Retell, Vapi, Bland, etc. through Twilio? I believe that you can make WhatsApp calls in Twilio, and that Twilio can be integrated with Retell, etc. Please confirm if this is possible. Thanks!

I need help setting up an AI chatbot assistant for a Telegram group chat. It’s for a course creator with a large student community. The goal is for students to message the bot privately to get answers or clarity on topics already discussed in the group. I'm considering either: 1. Having a VA update the AI's knowledge base daily using exported chat logs, or 2. Finding an integration that lets the bot scan the main group chat for relevant answers on the fly.
