Ad not spending (Posting again to General as per Jill's advice)

I had an ad that has been successful but I saw that it was showing to the same people, so following advice from Mal I said do not serve this to anyone who has engaged with the ad in the last 12 months. The ad was active but stopped serving. 0 spend for a month! Can anyone explain to me what I can do short of getting rid of those parameters? (I did a duplicate and did this - and it is serving to some of the same people). See below for Custom audience. Many thanks!
