Migrate Power BI PRO reports to Microsoft Fabric Capacity

Could you give me some help?

I have a task migrating reports from Power BI PRO to Microsoft Fabric Capacity. What would the work be like to be done:

1 - Does changing the License Mode of the workspace where the reports are already solve it?

2 - Do I need to download the pbix file and dataset, open it on the Desktop, and publish it to the Fabric Capacity workspace?
