In everyday English, “hey” is just a casual way to say hello.
But phonetically, “hey” sounds exactly like “hay” — the main food horses eat.
So when the bartender says “Hey”, the horse doesn’t hear a greeting.
It hears what sounds like an offer of food (hay)
So the horse reacts logically from its own point of view and answers politely:
“Sure.”
