When is it appropriate to run a retargeting adset? (Meta ads)

Niche: car detailing (campaign has been running for 2 weeks so far using $40/day)

I’m currently following uncle jimmy’s method where you run one adset (broad) and one ad at a time.

Q1. Is it appropriate to run a retargeting adset along with the broad?

Q2. If so, when is it appropriate to run a retargeting adset?
