Possible to do SMMA w/out Ads

Hey, new to the group and new to starting an SMMA for myself. Wanted to know if there was anyone that maybe offers content creation and distribution without running paid ads? Right now that’s something that I’m not 100% comfortable/confident in providing an ROI for my clients yet so was wondering if an SMMA business was still a good option if you weren’t initially going to run paid ads for your clients but handle everything besides that?
