Landing page or instant form?

So i am currently running paid ads to get leads for my business and i am getting very low quality leads using instant form and by asking 3 questions in it. They don't even pick up the phone after i call them in the first 2 mins (My toll free usa number could be a reason but idk) and if they do then their first question is "what's the pricing" or "i work alone" etc

Is it better to run paid ads with a landing page or continue running with instant form but somehow get another usa number which isn't toll free?
