A blitz buddy is someone that is a new friend that you can check in with. It's like creating accountability for your respective goals. How you set up your check ins and become friends is up to both of you.
At the moment, it is an anti-blitz month so the goals are more personal like getting healthy or fit or building better relationships with your loved ones. The goals you pick are ultimately up to you.
During the blitz, there's an engagement contest that depends on how many points you get for that month. This will teach you about engagement, as well. The next one is in May.
For your structure, which I also need, and luckily my blitz buddy @Gunta SkrastiΕa explained it to me very well at the beginning:
The goal is to be at the top of the weekly leadboard every week of the blitz. That puts you at the top of the monthly leadboard, and you win.
To achieve that, you need a lot of likes. To get those, you have to participate in every conversation by commenting. ~ And this is where everyone has their own style and timing. Some have GIF wars, others leave many short comments on each post, others copy and paste the same comment everywhere, others read everything and try to chat with everyone... every strategy is unique, but the goal is the same: to get a lot of points and lead the leaderboard.
There are rules: you can't receive more points than you give (you can in the system, but they don't count in the game). So you have to like a lot of things and people too. And if you give a lot of likes to just one person (like your blitz buddy), they don't count either. If more than 50% of your points are for the same profile, none of your points count.
The reason that it's vague is that there are only loose rules for both so you can be creative and participate in the blitz or anti-blitz in whatever way makes sense to you. You do not need rigid structure for either of these, it's up to you to be creative and make friends with your blitz buddy and of course other members.

Please know that patronizing or minimizing comments around needing structure and having different learning and comprehension styles will not be tolerated on this post. I asked this question because I simply needed more information. When someone else would be depending on me to know what I am doing to team up with them, details matter.
