How to charge for Database Reactivation?

Hello, I’m a 17 year old hoping to learn about marketing and build my skills. I want to start with DBR because it seems relatively straightforward.

I’m wondering how to charge clients for DBR campaigns. Pricing for this confuses me because it seems pretty dynamic depending on the niche. Do you charge a flat fee per appointment set? A fee depending on database size? A percentage pay of landed clients?

I’m thinking specifically about the pool niche where my clients either have their own clients on a small monthly subscription for pool cleanings and have very little overhead, or are contractors who build/install new pools which are higher ticket, but take longer to complete and have a lower profit margin.
