Cold Facebook Outreach (Friend Request Issue)

Hey! When you guys do cold Facebook outreach, do you guys get messages from Facebook that say “You don’t know this person” when you are attempting to send a friend request?

The reason I am asking is that I am getting these messages 99.9% of the time and I can only send out a message on the majority of them. Is this normal or am I doing something wrong?
