A2P 10DLC moving forward with sub accounts

in regards to the A2P 10DLC the only way to configure it on GHL is under sub accounts .. does that mean that I will have to submit approval for all my future clients on each sub account? isn't there a way to register under agency view on GHL? or I have to create a subacount for my agency also? am confused. Also given the current delays for approval in general how can we manage moving forward? . thanks
