Construction Project Controls - Explained
The biggest waste I see on projects is hundreds of hours poured into a plan that gets abandoned the moment work starts.
We love sitting in the office building, the perfect schedule, and the perfect methodology. Then the job kicks off, the phone rings a hundred times a day, and every bit of attention goes to fighting fires.
By the end of week one, the original plan is already wrong — and nobody ever goes back to it.
Once the plan stops matching reality, it loses its utility. You can't use it to plan or coordinate. You can't keep your client informed. And every cost, schedule and forecast built on it becomes meaningless.
Project controls is the feedback loop that connects the plan back to what's actually happening on site.
This week, I’m going to walk through the basics of project controls - what it is, why it matters and the simple system that works.
Start with one question
Project controls exists to answer one question, over and over: where are we versus where should we be — and if we're off, how off, and what do we do about it?
Think of it like a GPS.
The plan is the destination and the route you set at the start. Controls are what keep that live — it sees the traffic ahead, tells you when you've taken a wrong turn, and reroutes you to still hit your finish.
Nothing fancy. It's just measuring what happened and updating the plan. But it's the part that actually gets you there on time and on budget.
Your baselines are the ruler
When you sign a lump-sum contract, you lock in four baselines: cost, time, scope and quality. You can't change them now (short of a variation) — so the whole game becomes doing everything in your power to hit them.
That's what makes baselines powerful: they're the ruler you measure against. Done 60% of the budget? That's only good news if you've done 60% of the work. Without a baseline, you've got no way to know whether you're winning or losing until it's too late to do anything about it.
Build the loop
The system is simpler than people make it. Set your baselines, then run one loop:
  1. Record what happens — a daily site diary capturing quantities done, hours, subbies, deliveries, delays.
  2. Update your budget and schedule against it — weekly.
  3. Analyse the gaps — where's a cost code or a critical-path activity slipping?
  4. Treat the deviation — fix it operationally if it's on us, recover it commercially if it's the client.
Then do it again, every week, until the job's done. The magic isn't in the tools — it's the discipline of running the loop.
A red number forces a decision
Data drives decisions — and the real job of project controls is to build the frameworks that force you to make them.
A package sitting there with a big red number against it is undeniable. It's not a hunch or a gut feel; it's a fact that somebody has to address. That's the whole point. Good controls don't just tell you how the job is tracking — they make a problem impossible to ignore and put it in front of the person who owns it.
Without that, projects don't fail in one dramatic moment. They die the death of a thousand cuts — a small overrun here, a slipped activity there, each one too minor on its own to trigger a conversation, until they'vey stacked up into a loss.
Controls drags every one of those cuts into the open while you can still do something about it.
One move that makes it all easier
If you do nothing else, tie scope, cost, time and quality to the same work breakdown structure. When your budget, your schedule and your quality records all break the project down the same way, you can finally ask why an activity is behind — more scope than planned? Quality lagging? — instead of just knowing that it is.
Keep it unbelievably simple
Project controls isn't Monte Carlo simulations and 10,000-line spreadsheets. It's basic maths and data. Roughly correct always beats precisely wrong. Focus your effort on the big cost codes and the critical path — the 20% that decides the outcome — and let the small stuff be roughly right.
The Bottom Line
Planning is only worth the hours you put in if you keep it alive. Project controls is how you do that: lock your baselines, record what actually happens, update weekly, and act on the gaps before they become disputes.
Build the system so the data forces the decision — so a red number can't be ignored — and you protect the job from the death of a thousand cuts. Keep it simple, tie it to one work breakdown structure, and run the loop
