What I've found is that (generally speaking), people don't care about your community until they're in it.

Before they're a member, they just want to solve a problem, eliminate a pain, or get closer to their desire...

So if you have a free thing that will help them in those ways, and you put said thing in your Skool community (and lock it behind level 1), they'll join your community to get it.
