Member Subsription Question

Hello I registered a member in my community for a paid program that I offer. The person stopped paying, and when I tried to look up her member details, I didn't have access to restrict her from coming in. Do the members have an opportunity to withdraw themselves? When and if someone leaves a group can they come back or do they need to be let in again?
