Getting quotes…

So I’ve been getting a bunch of quotes for my new build. One question I keep coming across is if the sub contractors should be including the material in their quotes . For example, I gave the framer the prints to look over and bid. He just sent me a number for labor. Is this normal or should I be telling them to include the material?

My thought was no because the lumber company gave me a price on the material already.
