Requirements for offering tracks for sync

Just wondering what the standard is when you offer your tracks to music library companies or companies who get your work sync placements, in particular my main 2 questions are;

Does it matter if your work is released elsewhere like on streaming platforms, or does this make it less attractive to them.
If your music is registered with a PRS does that make it less attractive/appealing to libraries /sync placement companies?
