Twilio Subaccount charges for Clients

Hey everyone, I am planning to switch to twilio from LC connector because I want to have an Verified CallerID for the numbers I use for voice assistants to prevent being spammy, and also i need to have an same number for both voice as well as text.

Just few doubts in mind before switching:-

If I switch to twilio, whether the charges for the call and sms will be done in ghl or in the twilio account? (if its done under twilio, can i have the my clients card on file? ) Because I doing this for my clients, so i need an feasible option.
Is it possible to add mark-up on twilio phone numbers like we doing with lc connector?
