can anyone help generating leads?

hey guys, I have a good offer (which has clear value $ and is dirt cheap for the client). Which I feel like I have pitched clearly and consicely in cold emails, however these emails are mostly unopend or otherwise do not get a response (the most interest I got was just opening my emails 5x)

I would greatly appreciate any insight or help. :)
