Only my opinion: I vote for JIRA, especially if you are working with developers/internal IT. JIRA has so much flexibility - It can grow to have macro view/control as well as micro (team level). More developers have experience using JIRA from other tech firms vs other tools. So, familiarity and ramp-up time should also be taken into consideration.
