I interviewed several VAs and have found 2, A+ candidates. I want to hire both of them but my question is do I really need two VAs to find new units or is one enough? How long does it typically take to find new units? Any help is appreciated. (I currently have 4 units in Canada and want to grow in America for background)

Hello everyone! I am currently doing my cold outreach in a market that STR permits are required. In this particular market, the building owner/management team are the ones required to apply for the permits. Has anyone dealt with this? This is an additional step required for the building and I feel like you need to really sell them on the idea in order for them to be motivated and go through the application process. Any tips on things that you have done to get them onboard?
