Google Ads Freelancer -> Agency ?

I'm into digital marketing space for past 7 years, having few clients, then lost and than I get 1, and etc.

My question to

If you would need start today with from $0 to scale Google Ads agency what would you do ?

I know main source of leads for Sol8 was Youtube (I would rather exchange it for X instead).

But what would you do if you need to start again Google Ads agency and how would you scale it ?

Problem I'm dealing with is: lead generation (since I'm doing organic content creation on X & Ln)

Hint: I decided to go with 1 offer → Google Ads for eCommerce (not to go general: Google Ads).
