Build in structure or let it evolve?

What I'm dealing with:

I'm trying to decide how much structure to build into something new I'm creating, versus letting it evolve over time.

What I've considered:

If I over-design it, I risk building something people don't actually use.

If I under-design it, it may not be clear enough to be useful.

Where I'm stuck:

How to find the balance between clarity and flexibility early on.

What I'm thinking of doing:

Start simple and adjust based on real use ... but I'm not fully confident that's the right call.

Interested in perspective if anyone has worked through something similar.
