Weekly transportation briefing: The big compliance change is FMCSA’s final rule extending qualifying regional emergency relief from 14 to 30 days. That does not make every load emergency assistance. The Nebraska and Oregon extensions shown on FMCSA’s page reached their listed October 11 expiration. Verify the actual declaration before carrying yesterday’s assumption into today. Fuel data remains elevated, but a national average does not replace lane-level math or contract terms. An SMS prioritization symbol is not a complete carrier decision or a federal safety rating. Next week brings Teen Driver Safety Week and School Bus Safety Week. Dispatchers can prepare now with realistic routes, appointment windows, and safety-first communication. Fictional scenario: A truck becomes disabled on the shoulder. Someone says FMCSA's warning-device waiver means every commercial truck can use a cab-mounted beacon instead of the normally required warning devices. FMCSA's current waiver is limited. It was issued to Aurora Operations for Level 4 automated-driving-system commercial vehicles and may extend to another qualifying motor carrier only through the waiver's written notification and certification conditions. The current period runs through October 9, 2026, and the document says it may be reissued if its conditions remain satisfied. A dispatcher coordinates the carrier's freight, routes, appointments, and driver communication. A dispatcher does not create legal driving time, operate the vehicle, or override the driver's safety judgment. Do not assume a waiver applies. Tell the driver to follow the carrier's approved emergency procedures, escalate to carrier safety, verify coverage from the actual waiver, and protect the scene. Fictional scenario: Your driver calls after a roadside inspection. The driver or truck is out of service, but the receiver closes soon. The appointment does not override the order. FMCSA's newest enforcement announcement reported 78 drivers and 25 vehicles placed out of service during 552 inspections. Your dispatcher role is to coordinate the carrier's freight, route, appointments, and driver communication. You cannot create legal time, operate the truck, override safety judgment, or tell someone to violate an out-of-service order. Escalate, document, and reset the plan. Weekly transportation intelligence challenge: FMCSA reported a multi-state operation with 552 inspections, 78 drivers placed out of service, and 25 vehicles placed out of service. PHMSA announced $128.2 million in safety grants for training, inspections, emergency response, and technology. BTS reported transportation-sector unemployment at 4.7 percent in September and a small month-over-month increase in truck transportation employment. BTS also refreshed national tables covering vehicle-miles, freight gateways, hazardous-materials incidents, and rail safety. These sources do different jobs. The FMCSA item reports enforcement results. The PHMSA item announces grants. The BTS items provide statistics. None of them, by itself, gives a dispatcher new driving time, approves a carrier for hazmat, or proves capacity and price on a particular lane.
