Who is out looking for deals?

What in the world does this mean? Here is an example. A $15k car that is for sale for $4k.

Why would this happen? It turns out the seller is retiring in 2 days and the car is the last thing to sell before retiring and moving out of state!

Same thing with a house. People sell houses for all different reasons. Some people are just testing the market, that is surely not a deal, and some are moving for all kinds of reasons and need fast cash.

You would not know any of that is happening if you are not out looking for deals. Deals where you can truly help someone out by being there with checkbook in hand!

So who is now going to be out looking for deals?
