Retargeting issues

Hi everyone, I'm running retargeting ads to people who clicked onto my landing page, but the ads aren't delivering.. They are approved and running technically, but no budget is being spent.

I assume it's because there are are only a couple hundred people who have hit my page so the sample size is too small? Anyone have a way to address this?
