response has been provided with reference t o Tunbridge Wells Borough Council.

The information has been

by both parties, or a n agent of both parties, and witnessed b y a third party, and
I n the UK, statutory liability for Council Tax attaches under the Local Government
Finance Act 1992. It therefore depends neither on a person's consent, nor o n the
existence of any contract with the Council. Consequently, any assertion that a person
i s required t o consent or t o enter into a contract with the Council to attract liability for
Council Tax has no legal basis, and is incorrect at law. A signature is not necessary for
the billing o f council tax. Neither i s a wet ink signature mandatory o n a court summons.
Previous case law has clarified that the use o f a rubber stamp or electronic signature
are both valid to the court signing a summons.
