City Trying to Tack Renter's Water Bill on Me
How would you guys handle this situation?
I sent an email back to the city when they first talked to me on phone last week Monday.
Here is that email:
Dear Lisa,
I am writing to clarify the water service responsibilities concerning Lot #13 in my Emmetsburg trailer park, currently occupied by Ashley and Eddie Millican.
To be clear, the water account for this lot is in the tenant’s name and billed directly by the City of Emmetsburg. As the landlord, I do not hold the account and have no legal authority to disconnect water service or enforce nonpayment on behalf of the city.
Each trailer has an individual shutoff valve under the unit, but these serve as access points — not permission for me to act in place of the City. Furthermore, I am not responsible for sourcing or sending out a plumber to shut off or repair anything related to a delinquent, city-billed account.
Any enforcement or technical issues related to the city’s water system should be handled by the appropriate municipal departments directly with the account holder. Please direct all further service or billing concerns to the responsible tenant.
I appreciate your understanding and ask that my role be respected within the legal boundaries of property ownership versus municipal utility governance.
