Slowly changing facts

Can anyone please give me some pointers on slowly changing facts. I have about 9 millions rows in my client table, Payment details to the client change over time, so at any point in time I want to see what payments have been made. We to_date and fr_date in my fact table along with client key, some payments have been ongoing for over 10 years. Do I need some sort of bridge table, or can delta tables help here ?
