Free Microsoft Fabric Capacity

I’m having some trouble creating a new Lakehouse in Microsoft Fabric. From what I understand, I need both a Microsoft Fabric Capacity and access to the Fabric sandbox environment. I already have the free Fabric sandbox environment trial, but when I try to set up a free capacity, the Trial option is disabled and I get the following error message: "Sorry, we are unable to start trial at this time."

Do you have any suggestions on how I can resolve this issue?
