Updating header SharePoint List and Associated Child (detail) SharePoint List

I would like to learn how to create a one-to-many relationship between a header SharePoint list and a child detail SharePoint list.

I would also like to know if this is a common scenario that often comes up.

In my case the header list is the approvers list (department, approver 1 name, approver 2 name, and check date)

The Second list Cashiers Checks would contain check details: amount, payor, check number, and person who entered the record.
