GHL $97 vs $297/m, Sub Accounts and API automations

I have a question, if I open GHL for $97 a month first, I get 3 sub accounts, can I use the 2-3 accounts for my client unlimitedly? (But I can't do API Zapier automations for them right on this plan?)

But then if I upgrade to $297 agency account, those sub accounts will still stay, and I will be able to have more sub accounts? And all of those sub accounts will then get API ability for automations via Zapier?

Is that how it works?

I am just thinking of starting with $97 first, and then upgrade to $297 when the time is right
