A Few Questions on the new A2P (check images for context)

1) I don't have any clients yet so I don't need to do A2P yet. However, once I do get a client I will still be able to go through A2P as usual, correct?

2) It says that I should complete A2P registration "ASAP now to avoid disruption", does that mean that A2P registration will be even more cumbersome in the future?

3) What does "10DLC phone numbers(Local and Mobile)" mean?

4) What is a "toll-free number"?
